The goals for this project is to become more systemic in the application of “compliance” as we select, mobilize, manage and demobilize 3rd parties and employees to The Client workplaces. 

The objectives for the project include: 

  1. Clearly define the requirement for compliance from various safety, security, environmental, training, regulatory and corporate compliance teams,
  2. Establish a process and technology solutions to assure compliance, efficiency, and control access to The Client work sites;
  3. Create and deploy processes, procedures, end-user collateral, training and communication to educate The Client staff and 3rd parties of compliance requirements.

The scope of this project includes the processes, tools, 3rd party service providers and technologies associated with the pre- qualification requirements for supplier compliance and accessing and securing The Client worksites.  The following procedures are in scope for modification as a result of this project: Supplier Compliance Procedure, Contractor Compliance Monitoring Procedure, Badging and Security Procedure, and the Contractor Management Procedure.   

For the purpose of this project the business processes and communities involved in the scope of supplier compliance will be referred to as follows:

  1. Defining & Requesting work – Business Community
  2. Selecting, pre- qualifying 3rd parties & contracting work – SCM Community, Regulatory Community
  3. Pre-Job Mobilization of 3rd parties – Training, Safety, Security, Environmental, Compliance, Regulatory, and HR Communities
  4. Management of Work – Business, Safety, SCM and HR Communities
  5. Postwork Closeout – SCM, Safety, HR and Business Communities
The following are utilized however, out of scope for this project: Requisition to Payment process, supplier setup, contracting process, regulatory reporting, role based access, length of assignment

The deliverables expected from this project are, but not limited to, the following:

  • An accurate end-to-end “as is process map” of the supplier compliance process
  • Prioritized list of current gaps and issues
  • Management of the gap and issue root cause analysis and resolution
  • A comprehensive end-to-end “future state process map”
  • A phased project managing approach to managing the improvements
  • Recommendation for a service provider / technology solution(s) for supplier compliance, reporting, and badging process
  • Documentation processes, procedures, end-user collateral, training and communication to educate The Client staff and 3rd parties of compliance requirement
  • Project management schedules, updates and cost reporting
  • Other as defined by the project evolution
 

  • Availability of project management resources with relevant experience and capability
  • Available solution providers with capability to provide service and automation
  • Capability of current 3rd party providers ISNet, Veriforce, and Disa
  • Ongoing supplier alignment to potential changes in requirements
  • The badging system must be operational by year-end 2019.
  • The PHMSA reporting process improvements must be in place before year-end 2019.
  • Budget for any future technology or service solutions must be included in 2020 planning process starting in July 2019.
 

  • Dedicated project management resources will be available to manage the entire scope of this project
  • Core team who attended the April workshop will continue to support this project going forward
  • Executive governance and steering team will provide decision making and integrate responsibilities
