Description
PRINCIPAL ACTIVITIES, DUTIES AND RESPONSIBILITIES: The following is being executed as a contract scope of work.
- Develop and implement business processes, controls and procedures that govern the processing of contractor invoices for the Lower Churchill Project (LCP).
- Manage and organize the Accounts Payable (AP) activities and provide direction to the Cost Analysts, including:
- Organize and direct Cost Analysts in the performance of their duties, including overseeing the development and completion of annual work plans.
- Manage and guide Cost Analysts to ensure compliance with approved business processes, controls and procedures, equitable allocation of work and opportunities for professional development.
- Managing communications with contractors and LCP staff as it relates to payment certificate and invoicing requirements. o Maintain the compilation of AP key performance indicator (KPIj reports and resolve any issues where KPI's are not met.
- Develop business relationships and processes with Corporate AP, Treasury and Tax to resolve matters affecting the LCP.
- Monitor, track and resolve AP related issues.
- Maintain the integrity of electronic and manual transmission of invoice data between the LCP and Corporate AP.
- Document, implement and maintain AP processes, controls and procedures. Direct the compilation of funding information and reports required to comply with the Project Finance Agreements. Includes activities such as:
- Direct and organize Cost Analysts in the gathering and compiling of information required to prepare fund requests and associated information reports.
- Maintain a reconciliation of funds disbursement in concert with fund requests and reconciliation of bank accounts.
- Preparation of cash calls, along with monitoring of cash flow from stakeholders to designated bank accounts.
- Prepare cash forecasts based on fund requests and project controls forecasts.
- Prepare fund requests and associated reports, and perform quality control reviews of reports prior to recommending approval and issuance.
- Oversee the generation of the Lower Churchill Management Corporation funding requirements.
- Develop and oversee business processes and controls to ensure proper cash management and disbursement of funds.
- Interface with Supply Chain, Project Controls, Corporate Finance and Human Resources in providing support to the Project Controller and guidance to the management team in contract compliance, cost control, business processes and management controls.
- Establish and maintain appropriate control and/or reconciliation procedures to manage performance and warranty holdbacks, non-resident withholding taxes and fuel tax credits. • Provide business support to the LCP site teams related to cost control, contract management and payment certificate and invoice processing.
- Develop, direct and execute the extended assurance workplan for the LCP as it relates to contractor compliance with agreements.
- Coordinate activities related to the internal and external audit of the LCP AP.
- Other duties and responsibilities as may be assigned from time to time by the LCP Project Controller.
Requirements
RELEVANT WORK EXPERIENCE AND REQUIRED COMPETENCIES:
- Financial professional with 5 to 10 years' experience on large resource development projects or equivalent combination of education and experience
- Leadership experience • A good understanding of contract structure, particularly compensation and invoicing and the ability to effectively apply that knowledge in directing Cost Analysts and ensuring contract compliance in the invoice attest process • Working knowledge of Project Controls functions
- Working knowledge of JD Edwards, Prism and PM+systems would be an asset • Working knowledge of Microsoft Office software, along with advanced working knowledge of Microsoft Excel is desirable
