Payroll Specialist / England

Our client is an international oil and gas business based in Basingstoke, about 5 minutes from the mainline train station, with c200 staff on payroll, including many expatriates.
For them we are hiring a Payroll Specialist to oversee and co-ordinate all HR / Payroll services, liaising with the External Payroll Bureau. You will take responsibility for monthly payroll, statutory payments, joiner and leaver administration, pay queries, expense claims, reporting, Expat Tax Returns.
A lot of this work relates to mobilising staff to overseas projects, and engaging expats in the UK, so you are likely to have significant experience of expatriate payroll practices, including tax and social security and the implications to UK tax, NI and pension, such as attestations.
You will liaise with Inland Revenue and Department of Social Security regarding PAYE Settlement Agreements, year-end returns (P35, P60, P11D and Class 1A National Insurance Contributions), plus Pension Scheme Administrators & Advisors / AVC contracts, Life Assurance Policy, Permanent Health Insurance Policy and External Suppliers (e.g. cost control of manpower contracts).
For this we are looking for a Payroll Specialist with 5 years+ experience, degree qualified (or Member of Institute of Payroll Management (IPPM)). Due to the nature of this client's business, they engage staff on long-term contracts for service.
