Key Words

Purpose

To ensure successful fulfill of Company objectives by collect all requirements from end user departments to find the potential Vendors to promote the competitiveness and reduce the cost of procurement.

To ensure the supply of materials & equipment's for oil field production follow up the carrying out of annually procurement plan.

Key Responsibilities and Duties,

Tender Management

• Preparing issuing and managing tender documents with suitable conditions and ensure that company policies and procedures are followed.
• Issue the bidding documents and gather the bidding documents and organize the bidding evaluation based on approved Bid strategic and evaluation criteria.
• Coordinate and manage with end user, finance and legal in bidding process including technical and commercial bid evaluations. Handle all technical and commercial clarifications and related correspondences during tendering stage prepare and issue tender bulletins and addendum to the ITT documents.
• Review the vendors pre- qualification and confirm their reliability and computability to handling Company projects.
• Conducting commercial and price evaluation, supporting user departments on their technical evaluation.
• Formulation Purchase Agreement and get ratification from both parties.
• Assist & cooperate custom clearance supervisor.

Documentation Management

• Archiving all Bid documents and confirming all Bid reports and formats are collected and ensure that required approvals are obtained.
• Preparing and responding the official letters between the company and government authority and the company to all contractors & suppliers.
• Ensure complete records are produced and files kept which reflect a clear and complete audit trail of each procurement exercise.

HSE Management

• Comply with Company HSE regulations and instructions.
• Reporting any HSE incidents and using stop card for any HSE misconduct.
• Conducting HSE inspection as Company inspection plan.

Training Management

• Assisting new international employee to understand and to be familiar with Procurement procedures and processes.
• Provide a full training and support in Procurement matter (Tendering, Pre-award and awarding) for local employee.
• Support the up-grading of local Suppliers to meet company regulations and Oil &Gas standards

Minimum Qualifications and Skills

Education

Bachelor degree or above in Engineering or relevant subject.

Experience

7 years of working experience with 5 years in Engineering aspects of oil & Gas industry and ;

Certificate

• Any relative certification in Procurement commercial matter

Specific Knowledge

• Familiar with the oil and gas Procurement matter.
• Familiar with legal and business aspect.
