Description

Personal Accountability 

  • Responsible for provision of Health, Safety, Environmental and Quality Assurance advice and support to Fleet units and in country operational offices;
  • Responsible to administer OI Performance Standards on behalf of the HSEQ Manager;
  • Responsible for seeking improvements to OIMS (Operational Integrity Management System);
  • Responsible for follow-up and resolving actions from audits and incident investigations;
  • Responsible to monitor Fleet operational compliance to internal and relevant national and international HSEQ standards and legislation;
  • Responsible to manage internal and external HSEQ Interfaces;
  • Responsible to maintain the Emergency Response and Security Plans for the FPSO and in country operational office(s).

Key tasks

  • Develops and maintains HSEQ procedures and forms for the FPSO and in country operational office(s);
  • Reviews incident reports and assists in identifying direct, indirect and root causes and actions to enable effective close-outs;
  • Leads or participates in Incident Investigations;
  • Monitors incident cases and reports to establish developing trends;
  • Reviews observation cards to ensure quality and quantity are adequately maintained and for trends and escalation to Synergi Case(s);
  • Develops internal HSE Alerts;
  • As appropriate, approves or rejects Management of Change and Deviation Requests from an HSEQ perspective;
  • Provides assistance in the Vendor site verification audits;
  • Participates in HAZIDs, HAZOPs and safety studies;
  • Represents company with consultants, authorities and clients on HSEQ matters when required;
  • Establishes a strong working relationship, interaction and dialogue with the offshore personnel;
  • Assists in initiatives towards enhancement and implementation of a proactive Safety Culture;
  • Oversees Emergency Response Management planning, training and exercises;
  • Ensures adequate Occupational Health provisions are in place;
  • Identifies and handles unacceptable conditions, discrepancies, non-conformities and opportunities for improvements to ensure that lessons learned are properly identified, controlled and communicated.

Authorities

  •  The holder of this position has the necessary authorities to carry out the responsibilities stated above. This position’s financial authority will be specified in BW offshore authorisation matrix.

Requirements

Education

  • Bachelor or Master’s Degree in Mechanical, Environmental, Technical, Marine or Process Engineering;
  • Formal qualifications in health and safety management;
  • Long relevant experience may replace formal qualifications.

Experience

  • Minimum of 5 years in the offshore FPSO industry;
  • Procedures and documentation development and review;
  • Internal and vendor prequalification auditing.

  • Team player with the ability to lead;
  • Proactive and able to work independently, applying a structured and systematic approach;
  • Strong communication skills; able to ask relevant questions and provide thorough explanations;
  • Able to deliver high quality work on time;
  • Able to research practical solutions to operational challenges;
  • Able to work in a multidisciplinary, multinational environment;
  • Fluent in the English language (oral and written).

Knowledge

  • Quality management processes;
  • Health, Safety, Environmental and Quality aspects in an operational environment;
  • Classification Society and Flag State rules and regulations, SOLAS, MARPOL, STCW, etc.

Other

  • Able to travel to offshore locations and in-country operational offices;
  • Able to obtain OGUK or equivalent medical clearance and BOSIET certification.
