Full Position Title: OPERATION FIRSTLINE SUPERVISOR

Job Purpose
(high level summary of why the position exists and what value it adds to the organization)
·         Develop standard operating procedures, commissioning and start up procedures for the methanol production unit
·         Provide operational know how input to the project team during the project development
·         Participate in major project key reviews such as HAZOP, model review and plot plan reviews
·         Monitor operation within functional unit to ensure the Unit performance and production are consistent with business plan, reducing plant interruption & equipment breakdown.
·         Provide input for daily operations and guide operations for implementing technical best practices, troubleshooting & debottlenecking plant unit and related equipment.
 
Key Accountabilities

Safety, Health and Environment:
·         Authorize Safe Work Authorization permits and ensure their readiness and compliance.
·         Understand and implement all SHEMS Procedures.
·         Perform Job Safety Analysis.
·         Be thoroughly familiar with emergency control plan and alarm code.
·         Perform Safety Walkthrough’s and prepare reports and ensure excellent Housekeeping.
·         Be knowledgeable about all safety related reports and prepare them as and when required.
·         Participate in Industrial Hygiene program.
·         Ensure preparedness and attendance of ERT personnel.
·         Ensure the availability, good working condition and usage of all safety equipment and PPE’s.
·         Conduct and attend Safety Meetings.
·         Maintain the company’s Safety, Health and Environment target.
·         Investigate the Near-miss or Incident and eliminate the cause of it.
·         Review and issue all Safety Reports (SCBA, Fire Extinguisher, PSV, Car Seal, etc).
·         Ensure that Process safety limits are never exceeded and any bypass or jumper shall be executed safely as per SHEMS-07-08 procedures.
·         Ensure that all the established EHSS systems including SHEMS/OMS procedures are developed, rolled out and strictly followed in the plant under his supervision and audit the compliance occasionally.
·         Develop, review and practice the required emergency response plan
·         Create the required safety culture to the new organization
·           Report all safety and process safety near misses & incidents and provide assistance to the Safety & Loss Prevention Department during the investigation.
·         Ensure safe and effective plant shutdown and startup, when required.

Plant Monitoring and Operations:
·         Develop operations readiness plan for the new facilities during construction, commissioning and start up
·         Develop operations staff qualification programs and ensure adequate competency level is met prior to start up
·         Develop the commissioning and start up strategies and engage with IPMT to ensure sequential turnover
·         Lead , punch list and PSSR reviews
·         Develop standard operating procedures, commissioning and start up procedures for the methanol production unit
·         Provide operational know how input to the project team during the project development
·         Participate in major project key reviews such as HAZOP, model review and plot plan reviews
·         Monitor operation within functional unit to ensure the Unit performance and production are consistent with business plan, reducing plant interruption & equipment breakdown.

·         Coordinate all technical services related to maintenance preparation or activities, unit shut down & start up
·         Review day-to-day unit activities and think creatively about future requirement and put forward ideas or suggest changes.  Plans strategically and productively and devices systems to get the best results.
·         Develop/Monitor manpower training/qualification program and improvement creating a business ethics strategy for the assigned unit.
·         Work with and through others (Maintenance, Engineering, Financial and Licensor) in the company to optimize performance, increase business and contribute to result of the company as a whole and develop business with the company’s interest in mind.
·         participate PHA/risk assessment, model review and RCA to maintain plant safety and reliability performance
·         Prepare shift schedule and ensure the availability of adequate manpower in shift.
·         Review logbooks, reading sheets, laboratory analysis book, and instruction book and direct his staff as required.
·         Communicate with Plant manager, Shift Manager or On-call person to report and discuss any plant parameter change like plant rate, quality or emergency or in case of any abnormality.
·         Takeover shift from previous supervisor and handover to next Shift Supervisor verbally and in writing.

·         Manages work to ensure production costs remain competitive between 1 to 2Q
·         Work collaboratively with all stockholders to achieve commissioning and start up targets safely
·         Resolve constrains during the project execution phases
·         Create a strategy for trouble shooting and use a systematic approach to complex issues approaching it from different angles and responds quickly and decisively in time of crisis.
·         Determine the key factors that influence decision (Cost, Time, Safety, Quality, Environment etc.) and prioritize that factors in order of importance and weight the possible consequences of each factor.

Requirements
Education and Training (degree, training, or certification required)
·         Technical college/diploma of industrial college
·         Excellent Communication skills / Fluency in English.
·         Excellent Presentation Skills.
·         Deliver Results / Influence others.
 
 
Experience (technical, functional, and/or leadership experience required)
>15 years in methanol manufacturing experience as operations specialist
