The Cost Lead will be responsible for cost estimating, cost budgeting and cost control activities for Facilities Development projects.  Analysis of commitment information, accruals, planned expenditures and cash flow for reporting and control purposes.  Preparation of VOWD and Earned Value reports for each project segment.  Assistance to project engineers in estimating quantities and preparing estimates for budgetary approval. Support and mentor Facilities cost team.

 

The Cost Lead responsibilities will include but are not limited to:

 

  • Deliver Facilities Monthly Cost Report (current/prior month outlook vs. budget, reporting of raw/risked outlooks, project outlooks), monthly VOWD and accrual reports, monthly capital outlook report, cost estimates for project completion outlooks and LOP using committed/uncommitted costs and variance analyses and explanations to Finance in monthly basis.
<>···Provides comments and recommendations for cost engineering requirements relative to staffing and project control. Prepares detailed staffing plans for Facilities & cost engineering activities.

  • Reviews or assists in reviewing proposal provisions related to cost engineering and material control and develops supporting data for contract negotiations. Obtains vendor information to update estimating cost data files. Applies material unit rates to quantities. Maintains estimating cost data files.
  • Interfaces with designated Company management and client counterparts for specific cost presentations.
  • Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices related to project cost controls.
  • Conducts personnel performance reviews when delegated. Interviews candidates and makes recommendations for employment decisions.
  • Supervises the timely preparation of cost estimates. Prepares and analyzes comparisons of scope, quantities, and cost data between the projects. Performs productivity analysis of Construction operations and verifies results. Establishes productivity basis to be utilized in estimates, as developed with the concurrence of Construction. Reviews labor estimates for reasonableness.
  • Defines project needs for cost control in accordance with established Company requirements, objectives, and procedures. Supervises the timely performance of cost control activities. Reviews and critiques designs and specifications for cost effectiveness and suggests alternatives when appropriate. Prepares or supervises the preparation of cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons. Develops innovative new techniques to meet specific needs, as required. Prepares cost trend estimates in support of project cost trend programs.
  • Supervises cost recording, monitoring, and reporting practices for compliance with applicable standards. Supervises and is responsible for the development and accuracy of cost engineering reports. Verifies consistency with previous reports to ensure compatibility. Responsible for issuing reports required by Company management and project procedures.
  • Supervises investigating requirements for cost control data for a specific discipline or other specialty applications. Identifies needs for cost analysis support for the projects, and recommends development or modification of cost engineering procedural and data standards. Supervises performance of cost analysis activities within the project.
 

 

Requirements (Minimum education required, background, experience, skills)

  • Bachelor’s Degree.
  • Minimum of 6 years’ experience in project cost in oil and gas industry.
  • Experience on Contract/Budget administration and cost control tools such as ARES Prism or equivalent (e.g. company- developed Excel-based reporting).
  • Proficient in Oracle Financials and MS Office particularly Excel.
  • Relevant experience with computerized planning tools such as MS Project or Primavera P6 advantageous.
  • Good English communication skills and strong mathematical and analytical skills.
