Description

Reporting to the Power Supply Senior Safety Supervisor with functional support from the MF Production Manager the Safety, Health and Environment (SH&E) Advisor. This role will work as part of a rotational team to provide daily coverage for Operations interface.

Operations Support

Provides coordination of information across functional groups regarding completions, commissioning and start up activities to ensure efficient and coordinated access of Power Supply employees to the site. Works with Power Supply Engineering, Project Delivery and other Corporate Functional Support Services, specifically Safety, Health and Environment groups to ensure coordinated process and information flows. Coordinate all visit requests for Power Supply personnel to the LCP (C1 construction site, while ensuring all Power Supply personnel who are requesting access are fully complaint with LCP access requirements and remain complainant with LCP and Power Supply Safety Management systems. Provides oversight, leadership, and professional and technical support in the coordination and implementation of this function. Principal Activities, Duties and Responsibilities:

  • Assists in managing relationship and resource requirements with Project Delivery and other functional divisions within Nalcor in order to ensure all visiting the site understand the site requirements, risks and the work ongoing at site.
  • Understanding the phasing and sequencing of activities, the impacts of scheduling of interdependent tasks, assisting in synchronizing project team and operations team deliverables while supporting the Project Delivery and Operations Teams in defining the interfaces and interface reporting and responsibilities between the project packages and operations
  • Attend daily coordination meetings with LCP Construction, LCP Package Leaders and LCP HSSER teams to; o understand the daily construction and commissioning activity and planned work scopes o Communicate daily visitor roster to LCP site management o Understand and communicate any site conflicts that could impact Nalcor Energy personnel or planned visits
  • Review and approve submitted Site Visit Request forms and communicate visitor plans to LCP Management team
  • Ensure all Nalcor Energy personnel, entering the LCP C1 construction site, are fully compliant to the site access requirements.
  • Coordinate sites visits and facilitate any changes or impacts to visits from Project work
  • Act as Escort, as required

Health and Safety Scope The incumbent will be expected to provide oversight, leadership, and professional and technical support in the implementation and continuous improvement of the Nalcor Safety ManagementSystem at the operational level. The Coordinator shall coordinate activities associated with establishing and maintaining the Nalcor Safety Management System and ISO 14001 registration for Power Supply and shall promote an interdependent safety culture which will enable the achievement of world class safety performance and demonstrate Power Supply’s commitment to be a safety leader. The Coordinator is expected to exercise a considerable amount of personal initiative and judgment while acting as the single point of contact for operational access to the LCP C1 footprint. Will work closely with the Senior Safety, Health and Environment (SH&E) Advisor on safety, health and environmental matters within Power Supply Muskrat Fall.

The Coordinator shall provide a strong field presence and promote and provide guidance on safety, health and environmental programs to ensure implementation of these programs and verify compliance. Principal Activities, Duties and Responsibilities: 

  • Shall work in accordance with the established Safety Management System policies and procedures and strive to eliminate any potential risk which could result in personal injury or occupational illness
  • Adheres to, promotes and provides leadership on Nalcor Safety Management System development, implementation and continuous improvement.
  • Promotes and participates in safety and health related hazard recognition evaluation and control and communicates to the LCP HSS ER team, as necessary.
  • Provides guidance and support on incident prevention and occupational health.
  • Maintains knowledge of relevant safety regulations, standards, practices, programs (e.g., Nalcor Safety Management System, NL OH&S Act and Regulations, CSA standards).
  • Assists in the development, implementation, delivery and continuous improvement of safety and health related training.
  • Liaison with LCP HSS ER team on a daily basis
  • Ensure, from an Emergency Response perspective that all Nalcor Energy operations people are accounted for (Sign In / Sign Out) for the Powerhouse
  • Conduct or coordinate Powerhouse orientations, as required
  • Liaison with Power Supply Senior HSE Advisor on a daily basis or more frequently if required.
  • Be involved in incident investigations which involve Nalcor Energy personnel
  • Conduct daily walkthroughs to ensure Nalcor Energy personnel remain compliant to this standard and all HSE policies and procedures.

Requirements

Job Specifications

Education: Graduation from a recognized university or technical college with a degree or diploma in a related mechanical or electrical field, supplemented by experience in an industrial setting preferred. Consideration may be given to other equivalent qualifications and/or experience. Must be certified or be eligible for certification as a Canadian Registered Safety Professional (CRSP).

Experience:

A minimum of 10 years progressively responsible experience, beyond attainment of the educational requirements, including experience in large scale construction and commissioning operations, as well as, experience in electrical utilities. Special Skills, Job Requirements, Working conditions, etc.

Knowledge and experience in stations, generating plants and line maintenance would be an asset.
Must have a high interest in safety, health and environmental programs and willing to undertake additional training as necessary.
Must have effective written and verbal skills.
Must have strong interpersonal and communication skills to effectively interact with a variety of personnel, and other industry participants, both internal and external.
Must have demonstrated experience within a team environment.
Must be proficient in the use of computer software in preparation of monthly reports, audit reports, program development, survey results, etc.
Must possess and maintain an appropriate valid driver’s license.
Travel within province may be required.
