Project Management & Vocational Training Development Expert

My client has recently started a five-year project for National power training institute of Nigeria). The primary purpose for its establishment is to provide training for power sector personnel and coordinate training activities in the sector. The task is to assist in reorganizing and developing a WEST Africa competence center with main training center and nine regional centers.
The position will be based in ABUJA, Nigeria, with usual facilities of accommodation, vehicle etc provided for five years which can be discussed
Responsibilities and Requirements:
- The Project Management & Vocational Training Development Specialist will be the Team leader and shall provide the overall coordination, direction, and leadership for the P&PM team. He/she must possess at least a University master's degree in Public Sector Management, Economics, Change Management, Public-private Partnership or any relevant field, and preferably an MBA in Project Management or relevant certification.
- Must have a minimum of 15 years demonstrated experience in Capacity Building and Project Management in medium or large organizations of international stature, including extensive experience in technical assistance and team management in projects combining construction or equipment deployment and management services.
- Should have relevant qualifications and proven experience in Job and Competencies Predictive Management, Organisational Management and/or Strategic Management of Change in developing countries.
- Should have knowledge in Vocational and curriculum development for trainings across the electricity value chain, Designing, developing and managing all aspects of curriculum development programs to include, but not limited to: training materials, training modules, teaching aids, teaching equipment, technical skills, management and leadership development, safety and new technology in Electricity Generation, Transmission, Distribution, Commercial and Regulation.
- Must have good English communication and writing skills, especially in report writing.
- The Project Management & Vocational Training Development Specialist will be mainly responsible (but not limited) to carry out the following functions:
- Working closely with the PIU project Manager and team to ensure coordination, organization, and management of all project activities from planning to implementation.
- Will ensures the timely and orderly execution of the assigned tasks and activities, and availability and effective use of the requisite technical and financial resources.
- Work with the GoN agencies, Development partners, private utilities and other stakeholders to promote innovations, coordination and harmonization of the programme and activities
- Prepare work plan and budget in liaison with the PIU
- Supervise project implementation ensuring that agreed milestones of the project are met
- Provide detailed periodic reporting on the project implementation and progress as may be required
- Provide supervision and coordination procurement and finance related matters
- In liaison with the Project Manager, ensure all requirements concerning proper accounting, budgeting, financial control and audit procedures required for Drawdown of project funds as per the Guidelines of the Government of Nigeria and AFD:
- Responsible for supervising and coordinating the roles and functions of other P&PM team members to meet deadlines and achieve expected results
- Undertake any other task deemed essential for the smooth implementation of the project.
- Shall report to the PIU Project Manager
Start Date: June 2019
Salary Package: 10, 000 USD per month (Accommodation and expenses provided)
