HSE Safety Lead (Drilling) / Qatar

We are seeking a Lead of safety for Drilling for a long term contract within Doha
Duration: 3 year renewable contract

Plan, direct, coordinate and supervise all safety related activities for assigned Drilling Rigs covering Company and Contractors to ensure safe executions of Drilling operations as per HSEQ Policies and Procedures
 
Indirectly manage SHE managers / leads from numerous Drilling rig contractors and service companies
Internal
Frequent contact with HSEQ departments, Subsurface group, Drilling and Completions, Offshore operations, Operations Asset Management, and other departments as required.
External
Periodic contact with Shareholders, contractors, vendors and third party service providers
 
Context is to manage the safety of a high number of activities and contractors in a dynamic and changing environment.
Time pressure to provide fit for purpose guidance on safety related matters within 24X7 drilling timeline and schedule.
Challenge to influence senior managers to drive safety performance without direct authority.
 
Lead, Drilling Safety, supports Drilling Operations Manager (DOM) in implementation and continuous monitoring of key aspects of the drilling and completion safety programs.
Provide safety functional support to the Drilling Operations Manager with direct report to Head, Drilling Safety. Lead is responsible for supervision of Field Safety Specialists and coordination with Contractor HSE Managers / Leads.
Prepare HSE inputs for Drilling Invitation to Tenders (ITTs) and conduct Tender HSE evaluation and participate in Rig pre-hiring inspections as HSE focal point.
Support onboarding of new drill rig contractors and service providers by developing and delivering HSE training modules as part of Operations Leadership Training (OLT).
Lead planning & preparation, and implementation of Operations Safety Plan (OSP) for the assigned drilling rigs. To advise assigned DOM on  procedure, standards and policies.
Develop inspection and audit schedules for assigned drill rigs. Manage the Drill Rig Safety action tracker and steward timely and effective close out of actions.
Lead compliance monitoring of Rig Contractor’ Safety Management System. Ensure Contractors are complying with core Safety policies and procedures, e.g. Life Saving rules, Heat Stress Management, effective PTW system, Safety behaviour observation and intervention program (IIF or STOP cards), SIMOPS, etc. 
Facilitate incident investigations and steward effective implementation of corrective actions and sharing of lessons learned and Alerts from internal and external courses.
Steward HSE performance statistics, analyse trends and advice improvement plans to DOM and Drilling and Completions department.   
Provide support and expertise in Emergency response, facilitate regular onshore – offshore emergency response drills and table top exercises to maintain preparedness.   
Provide day to day direction to Field Safety Specialists. To participate in regular Rig Contractor Safety meetings, Morning Rig calls.
Liaise with drilling rig contractor team members and develop effective lines of communication with Contractor safety Advisers/Managers.
Support DOM and D&C management in engaging with  led Drilling HSE forum and Incident review committee; support interface and engagement with Shareholder HSE SMEs.
