Reporting to the Contract and Procurement Manager. Ensure all contracting and purchasing is conducted in accordance with Company's Contract & Procurement Policy & Procedures. Ensure that all contractual processes and decisions are in accordance with requirements, are transparent and supported by appropriate documentation.
Contribute to a process of continuous improvement in the contracting process.
Work closely with Contract Sponsors/stakeholders to ensure contracting processes are implemented to meet business requirements.
Preparing pre-qualification, tender, contract, amendment order and close out documentation for the supply of services and materials;
Prequalification and identification of suitable companies for issue of ITTs using industry knowledge and Company standards;
Co-ordinate receipt, opening and assessment of tenders;
Preparation/drafting tender documents and issue of ITTs followed by clarification, evaluation, negotiation, recommendation and contract drafting for execution;
Coordinate on contractual, commercial, taxation, insurance, HSES and legal issues with relevant internal stakeholders;
Negotiation of Contractors' qualifications and exceptions during tender evaluation;
Preparation of documents for presentation to Tender Board and Partner(s);
Obtaining necessary internal approvals in accordance with applicable DOA and external (Partner and Government) approvals.
Post-award contract administration of contracts: supplier performance management; contractual correspondence; agreement, drafting and processing of amendments and variations; drafting, review and approval of work orders as applicable; approval of invoices; securing internal approvals; monitor contractor reporting and investigate any anomalies. Prepare contractual and commercial correspondence, and ensure maintenance of correspondence files.
Identify risks to delivery (threats and opportunities) and develop appropriate measures to mitigate/manage.
Ensure that all required contract reporting systems are maintained. Ensure input of all contractual commitments into the Company's procurement to pay IT software system (EAM) with appropriate approvals secure. Maintain auditable contract records; co- ordination and
Agreement of final accounts and contract close-outs. Ensure access to relevant contract and business information for users.
Provide input into budgets and cost forecasting, as required.
Promote and ensure compliance with all business processes and procedures and work closely with other departments to ensure EAM P2P processes are implemented to meet the business requirements.
Maintain time and payment schedules and milestones as per pricing mechanism.
Ensure market trend investigation and benchmark activity within the industry is efficiently performed to ensure contractors & suppliers are quoting competitively and in line with the industry standard.
Develop and implement processes to ensure that key business performance targets are adequately defined and effectively monitored based on appropriate industry benchmarks.
Develop and maintain strategic relationships with key suppliers to ensure optimum service, commercial terms and surety of service.
Develop contractor performance management KPIs and NCRs with internal users and deliver to the business units. Monitor/track agreed Key Performance Indicators (KPIs) and provide feedback to key contractors on a regular basis, and develop/agree action plans.
Excellent verbal / written English skills. A knowledge of the French language would be an advantage
