The Role: HSE Manager
Type: Contract (Long-term)
Location: Malaysia
Responsibilities:
- Be the focal point of all HSE matters, oversees, coordinates, liaises, formulates and ensure the proper and systematic implementation of HSE policy, procedures and requirements
- Provides assistance and support to all levels of Company’s organization in the management and administration of all HSE matters
- Compiles and/or reviews of Company and its contractors/subcontractors’ HSE management system to meet Company’s HSE objectives and guidelines
- Monitors the effective implementation of the appropriate HSE management system, procedures and policy and provides for their updating in line with changes in Legislation and Company Directives.
- Motivates and familiarizes all Company personnel in respect to the importance of safety and environment protection and comply with Company’s system, procedures and requirements
- Promotes, organizes and carries out HSE incentive and continual improvement campaigns to upgrade Company and subcontractors’ HSE performance
- Monitors, tracks and oversees Company and contractors’ HSE performance.
- Oversees, monitors and executes the required actions for compliance to ESIA, EMPP and ECC approvals
- Conducts HSE audits and inspection both internal and external.
- Participates in accident / incident investigation and disseminates feedback and findings
- Carries out analysis of accident / incident statistics, identifying trends and suggesting improvement plans.
- Carries out any in-house safety training.
- Performs HSE related studies to enhance the HSE performance
- Participates in HAZOP/HAZID meetings
- Performs and coordinates Risk Assessment.
- Perform any other duties associate with HSE that may be requested by the Project Manager
Requirements:
- At least a tertiary degree in engineering (higher diploma is acceptable if candidate has at least 25 years of experience in the same area as stated above).
- Bachelor Degree in Science/Engineering or equivalent with additional professional qualifications in HSE and Fire & Safety Management Systems.
- At least 20-year total experience of which 12 or more years in HSE services in upstream offshore oil and gas production and processing plants. 6 years of which should be in a supervisory capacity.
- Working knowledge in Health, Safety and Environment Management Systems, Environmental Discharges, Incident Command System, Incident Investigation by using Tripod Beta Tool, HSE Auditing Techniques, HEMP, Radiological Safety,
- Industrial Hygiene, and Gas Dispersion, Modelling, Explosion Indices and ISO 14001:2004 and OHSAS 18001.
- Good oral and written communication skills in English.
- Willingness to work at offshore sites.
- Shall be well verse with onshore and offshore HSE requirements and work practices
- Has good supervisory skills and possess good written and verbal communication skills
- Familiar with the internationally accepted upstream offshore oil & gas industry codes and standards
