Position to Report : Stakeholder Engagement (SE) & Social studies Manager (n+1)

 

Functional relationships: Societal and Land manager (n+2), Community Relations Coordinators (n- 1), CLOs (n-2), Land teams.

 

JOB DIMENSIONS

 

  • The SE Manager works closely with the SE & Social studies Manager to organize and coordinate dialogue and engagement between
  • EACOP Project and its different level of stakeholders (SK).
  • His/Her role is to assist the SE & Social studies Manager to forge and develop strategy, Stakeholder Engagement Plan (SEP) and all communication tools in order to develop and maintain excellent and trusting relationships between EACOP Project and stakeholders by using appropriate methods of engagement. He/She makes sure that all levels of stakeholders are appropriately informed of EACOP Project policies, operational activities and other societal activities. He/She ensures to get some feedback from stakeholders to adjust
  • the consistency of the information delivered.
  • He/She supports the recruitment of staff of the SE team and manages on a day to day basis SE operational teams (Community Relations
  • Coordinators and CLOs).
  • He/She liaises between the EACOP Societal management to ensure the EACOP Project approach reflects Group Societal Policy and procedures and is compliant with international (IFC) standards and requirements notably PS 1 and PS7.

 

ACTIVITIES

  •  
  • Development of the Stakeholder Engagement Strategy and action plans for the project:
  • The SE Manager participates in shaping, defining, and implementing appropriate strategy of SE, based on a detailed SK mapping and in accordance with the topic and the capacity of the stakeholders.
  • Participates in elaborating the Stakeholder Engagement Plan (SEP) for the EACOP Project.
  • Participates in elaborating the Community Relation Plan within the SEP and ensures its implementation in the field.
  • Maintains an updated mapping of stakeholders.
  • Works with consultants for the ESIA and other social studies and if necessary participates in Stakeholder Engagement activities.
  • Leads engagement events such as workshops / conferences / community meetings for different stakeholders either around a specific topic or as part of a general update according to the SEP.
  • Develops key messages and ensures communities are consistently informed in the language they understand on the operational activities.
  • Contributes to the development of the community grievance procedure.
  • Manage stakeholder’s expectations, questions and concerns that may arise throughout the project implementation.
  • Identifies the presence of vulnerable stakeholders including but not limited to Indigenous People and ensures appropriate and adapted engagement methods are used.
  • In the case of Indigenous People being impacted by the project ensure that FPIC is implemented
  • Supervises the production and distribution of appropriate communication tools about EACOP Project and its activities, including developing specific methods to communicate effectively with different stakeholder groups (e.g. local communities).
  • Manages stock of communication material and if required creates and develops appropriate ones, ensure that they all translated in the language commonly spoken in an area.
  • Works closely with relevant CSOs/NGOs supporting and advising EACOP project in its stakeholder engagement strategy.

 

  • Managing operational teams on sites:
  • Manages the Community Relations Coordinators, located in different areas along the pipeline route.
  • Assists the SE & Social studies Manager in the recruitment of Community Relations Coordinators and CLOs.
  • Leads and mentors the team of Community Liaison Officers (CLOs).
  • Trains, coaches and advises Community Relations Coordinators and CLOs in appropriate stakeholder engagement / communication techniques and tools for use with communities and other local stakeholders.
  • Trains Grievance officer in appropriate management of grievances.

 

  • Reporting and counseling:
  • Maintains a record of all stakeholder engagements, stakeholder concerns and expectations, stakeholder grievances and follows-up on commitments.

 

  • Compiles a weekly report for the SE Manager on stakeholders and community perceptions, questions and concerns and all other findings regarding SE and all other subjects linked to our activities.
  • Advices EACOP Management, staff and contractors on cultural sensitivities especially on how to engage in a culturally respectful manner, what (not) language to use, etc.
  • Develops and maintains social risk register and provides relevant information to EACOP Societal and Land Manager and EACOP Security Manager on emerging risks to EACOP Project image, staff and assets.

 

CONTEXT AND ENVIRONMENT

 

The SE Manager will be based in Dar es Salaam; he/she will be travelling to the sites on a regular basis (TBD). For the preparation of Early works, 3 hubs (1 in Tanga area and 2 along the pipeline route) will be established. Thereafter, about 10 hubs will be installed along the pipeline route.

For each hub a Community Relations Coordinator and a team of CLOs will be appointed. A team for Land access and compensation will

be also present in the field.

 

ACCOUNTABILITIES.

 

  • The SE Manager assists the SE & Social studies Manager for SK mapping and all activities related to SE. Ensures good relationships with SK.
  • Reports on SK engagements, concerns and expectations, and ensure follow-up. Supervises the Community Relations Coordinators.
  • Works closely with operational teams including land access team for ensuring minimal disruption, respect and good relations with stakeholders, especially Project Affected People (PAPs) and Project Affected Communities (PACs).

 

QUALIFICATIONS / EXPERIENCE REQUIRED

 

  • Degree in Communication, Social Sciences, Anthropology or related discipline,
  • 10-15 years of professional experience in working with rural communities in Tanzania, preferably within the area covered by the future pipeline and terminal;
  • Professional experience in liaising with any level of stakeholder (from Government to local community);
  • Experience in extractive industry t activities and procedures preferred;
  • Excellent communication skills with a proven ability to develop and maintain good relations with a wide range of stakeholders including government authorities, local communities, industry, CSOs/NGOs and international organizations;
  • Proven ability to work independently and meet deadlines;
  • Negotiation, conflict management skills;
  • Good Computer skills; report writing and analytical skills;
  • Fluency in English (written and spoken) and Kiswahili essential, other relevant local languages an advantage.
  • Ability to influence leaders, both through advocacy and awareness raising in relation to specific issues
    • Excellent interpersonal skills, including a high level of discretion and diplomacy and ability to manage conflict and gain consensus
  • Ability to act objectively and with integrity in a socially and culturally complex environment
  • Understands political, economic and social risk factors and their impact on oil/gas sector business/investment decision making.
