- Compiles a weekly report for the SE Manager on stakeholders and community perceptions, questions and concerns and all other findings regarding SE and all other subjects linked to our activities.
- Advices EACOP Management, staff and contractors on cultural sensitivities especially on how to engage in a culturally respectful manner, what (not) language to use, etc.
- Develops and maintains social risk register and provides relevant information to EACOP Societal and Land Manager and EACOP Security Manager on emerging risks to EACOP Project image, staff and assets.
| | CONTEXT AND ENVIRONMENT |
The SE Manager will be based in Dar es Salaam; he/she will be travelling to the sites on a regular basis (TBD). For the preparation of Early works, 3 hubs (1 in Tanga area and 2 along the pipeline route) will be established. Thereafter, about 10 hubs will be installed along the pipeline route.
For each hub a Community Relations Coordinator and a team of CLOs will be appointed. A team for Land access and compensation will
be also present in the field. | | ACCOUNTABILITIES. |
- The SE Manager assists the SE & Social studies Manager for SK mapping and all activities related to SE. Ensures good relationships with SK.
- Reports on SK engagements, concerns and expectations, and ensure follow-up. Supervises the Community Relations Coordinators.
- Works closely with operational teams including land access team for ensuring minimal disruption, respect and good relations with stakeholders, especially Project Affected People (PAPs) and Project Affected Communities (PACs).
| | QUALIFICATIONS / EXPERIENCE REQUIRED |
- Degree in Communication, Social Sciences, Anthropology or related discipline,
- 10-15 years of professional experience in working with rural communities in Tanzania, preferably within the area covered by the future pipeline and terminal;
- Professional experience in liaising with any level of stakeholder (from Government to local community);
- Experience in extractive industry t activities and procedures preferred;
- Excellent communication skills with a proven ability to develop and maintain good relations with a wide range of stakeholders including government authorities, local communities, industry, CSOs/NGOs and international organizations;
- Proven ability to work independently and meet deadlines;
- Negotiation, conflict management skills;
- Good Computer skills; report writing and analytical skills;
- Fluency in English (written and spoken) and Kiswahili essential, other relevant local languages an advantage.
- Ability to influence leaders, both through advocacy and awareness raising in relation to specific issues
- Excellent interpersonal skills, including a high level of discretion and diplomacy and ability to manage conflict and gain consensus
- Ability to act objectively and with integrity in a socially and culturally complex environment
- Understands political, economic and social risk factors and their impact on oil/gas sector business/investment decision making.
