CSA Discipline Engineer project MAIN

Role description

Under the leadership and direction of the Engineering Manager, the role of the CSA Discipline Engineer is to deliver technical excellence by overseeing the activities of the engineering contractor(s), primarily through the review of engineering deliverables and design documentation as specified in the project's Engineering Management Plan (EMP). The CSA Discipline Engineer is the first point of contact for the contractors' engineers to resolve questions related to the project's design philosophies and technical standards. In the engineering and design phases of the project, they verify that the contractors are following the technical direction set by the Engineering Manager. During the field execution they provide support to the construction, commissioning and start?up teams by responding to questions related to the design and verifying that the design intent is maintained until handover to operations.

Scope

Perform all CSA engineering efforts as described below on the MAIN project. The CSA Discipline Engineer will be based at our client's refinery in the early Select Stage of the project and then move to the engineering and procurement (EP) office(s) after the Configuration Selection Review and through Define and detailed engineering of Execute. The CSA Discipline Engineer will then return to the our client's offices when all vendor equipment and bulk material orders have progressed to the point that the EP office(s) can be closed with the exception of a small back?office team supporting an active field engineering presence at the project site.

Main responsibility of the job is to deliver technical excellence by:

? Setting the technical direction of the CSA discipline in the project and then oversees the engineering contractor(s) to deliver a safe, cost effective and competitive project by:

o Responsible for designing inherently safe, compliant and operable assets in accordance with all relevant client and regulatory standards

o Specifying the list of engineering codes and standards (including Group Practices (GPs) and Group Instruction for supply (GIS) documents), Engineering Technical Practices (ETPs) and Site Technical Practices (STPs)) for the engineering contractor to follow, including those mandated by local legislation

o Managing any deviations to ETPs, GPs, GISs and STPs

o Share relevant client lessons with the engineering contractor

o Verifying key engineering risks are identified and managed

o Approving key engineering decisions and Design Change Management (DCM) submissions

o Verify relevant engineering lessons are captured during project stages

? Providing design verification and engineering quality assurance of the CSA discipline during the design phases of the project, as well as technical support during engineering, construction, commissioning and handover.

o Being accountable for engineering verification reviews in conformance with the engineering verification processes

o Identify necessary resources to perform the engineering verification activities

o Reviewing and accepting key engineering documentation

o Participating in contractor led processes where deemed necessary, e.g. model reviews

o Bringing in third party or client Subject Matter Expert (SME) resources to resolve issues or provide independent reviews

o Providing technical support to construction and commissioning including addressing technical queries

o Providing verified data and documentation for hand over to operations

o Verify the design and enduring risks are documented and communicated in a clear manner such that operations can operate the facility safely and efficiently

o Manage the DCM process through start?up

o Review the technical guidance and query responses (Engineering Queries ? EQs) provided by the field engineers to the construction contractor so design intent is maintained through construction.

Interface activities:

The role manages the following key interface activities with the:

? PE on;

? Optimizing scope of work.

? Engineering Management Plan (EMP), engineering budget and contracts for engineering activities.

? Interface management planning to ensure project delivery.

? Validating engineering contractor statements of performance and progress.

? Subject Matter Experts (SME) / Technical Authorities (TA) on:

? Interpretation of design philosophies and standards

? Potential deviations to ETPs/STPs

? Best practices and lessons learned

Skills and competences:

? Master's degree of Civil Engineering (or Bachelor's degree with proven track record)

? 8+ Years relevant experience in technical and/or engineering & design teams in large projects or multi?projects portfolio management;

? Knowledge or relevant Industry technical (design) practices, Dutch building practices / EU regulations, codes and standards;

? Broad experience with stage gated projects development & execution processes;

? Strong design, analytical and problem?solving skills with high attention to detail;

? Proven commitment to Safety & Quality;

? Team player with exceptional interpersonal skills at all organizational levels;

? Self?directed, innovative thinker, has initiative and is a great multi?tasker;
