Job Summary

Direct General Contractor site project managers and supervision on execution of all elements of the contractor’s scope with the turnaround schedule and budget.  Responsible for directing activities of multiple supervisors who in turn direct the work activities of up to 1000 contractors prior to and during field execution activity of a turnaround.
Responsible for the safe and flawless execution of work scope, maintaining schedule compliance where lost opportunity downtime is typically worth > $1MM/day
Responsible for managing field labor and priorities for budgetary compliance of Block Turnarounds
Responsible for design and implementation of capital investments, reliability upgrades, and regulatory-driven projects as part of turnaround work scope.

Duties

Assists in the development of all turnaround planning, scheduling, logistics, risk reviews, and estimating for E&I work.
Ensure all turnaround and project activities are conducted in a safe manner and in compliance with all regulatory requirements.
Report and follow up on all safety and loss control incidents and near misses
Proactively monitor and audit contractor safety and compliance to HSE procedures
Manage and control turnaround plans, schedule iterations, resource requirements: added/deleted work scope, training, and performance measures aspects within the scope of the contractors work.  Identify issues that have a potential negative impact.
Review individual job packages and provide feedback on completion, usefulness and quality of assembled documents.
Establish and adjust daily priorities in conjunction with the turnaround General Contractor site management.
Track and report progress shift-by-shift and update the schedule accordingly during the pre-turnaround, turnaround execution and post-turnaround phases.
Lead daily shift turnover meetings.
Contribute to the development of the detailed turnaround execution organization, staffing plans and support roles.
Coordinate activities of contractors to insure the work proceeds unimpeded thereby avoiding delay claims.
Provide input to operations on the development of blinding and permitting strategies.
Prior to the turnaround, identify risks and areas of vulnerability, where schedule contingency planning and risk management should be proactively performed.
Make decisions on the resolution of all priority conflicts involving executions resources, including labor.
Address non-compliance issues with the appropriate department representatives.
Participate in post turnaround critiques, contractor evaluations, and lessons learned sessions

Accountabilities

The E&I Turnaround Lead Coordinator manages resources and priorities of the General Contractor(s) to ensure safety, schedule compliance and cost management.  During planning phase, the position provides technical assistance to instrument and electrical turnaround planners in preparation of job plans, schedules, logistics, equipment procurement and budget development for turnaround work scope.  During turnaround execution phase, the position supervises and directs all E&I field work of the General Contractor and Specialty Contractors.

Qualifications

Minimum of 15 years related craft experience,  B.S. Electrical Engineering, preferred
Minimum 7 years prior experience as a refinery maintenance field supervisor, preferably turnaround experience
Knowledge and experience in ANSI, NEC, NESC and OSHA 1910 standards as they apply to instrument and electrical equipment, and safe work practices
Possess knowledge of general HSE and OSHA rules, regulations and procedures
Experience in design and trouble-shooting electrical switchgear and controls for voltages from 480-69kV AC
Knowledge of repair and control of both induction and synchronous motors
Knowledge of protective relays
Strong leadership and project management skills
Strong written and oral communication skills.
Effective in setting priorities, controlling expenses and meeting budgets
May be required to supervise night shifts on short notice
During Turnaround conditions, will work 12 hour shifts for extended periods.
Basic skills required in computer applications: Word, Excel, Primavera, MS Project, and SAP
