Job Title : Proposals Engineer Location : To organise and co-ordinate the preparation of commercially and technically sound proposals for management review in accordance with Company procedures. 1. QUALIFICATIONS & EXPERIENCE 1.1 Minimum Qualifications HNC / HND in Engineering discipline or equivalent. 1.2 Preferred Qualifications HND / BSc level qualification. Business based qualification 1.3 Experience Experience in processing proposals in accordance with Business Operating Procedures (BOP’s) and Processes. Familiarisation with Quality Gate methodologies to process tenders. Understanding of estimating techniques. Appropriate experience in a Proposal or Project environment. Understanding and experience of the phases of a Project Life Cycle. Previous experience in a lead role to ensure that agreed initiatives are developed and implemented within agreed timescales. Experience of developing and enhancing business relationships. Previous Stakeholder Management experience is advantageous. 2. KEY COMPETENCIES Self-motivated and enthusiastic with a Customer (internal and external) focused attitude. Flexible and adaptable to manage evolving Client expectations. Ability to organise and communicate effectively at all levels of the Business. Knowledge of Sales / Proposals management tools and techniques. Ability to review and understand technical and commercial specifications/information. Understanding of Business Operating Procedures and/or Processes. Commercial awareness with exposure to negotiation techniques. Understanding of Project Risk and Risk Management. Proactive approach to identifying and implementing improvements of business practices. Sound experience in the use of Microsoft Packages such as Excel, Word, Powerpoint, Project etc. Primavera P6 experience would be advantageous. 3. KEY DUTIES / ACCOUNTABILITES Preparation of Proposal Documentation for timely submittal to the Customer. Define scope of work and agree deliverables with appropriate stakeholders. Participate and contribute to Business Development and Sales meetings (where required). Generate technical and commercial RFQ’s for Sub-Supplier procured products and/or services. Develop estimates to execute scope of work (where required). To define scope of work and agree deliverables required to execute Proposals successfully, including the development of the Proposal Budget. Participation and preparation of Risk Registers. Preparation of the Proposal Execution Plan for the execution of all proposal activities in accordance with the Company Business Operating Procedures and specific Customer enquiry requirements. Assist in the development and refining of the proposal process in order to streamline proposal production, reduce proposal costs and make appropriate provision and allowance for risk management. Provide leadership and advice ensuring that the proposal is produced in full compliance with the Quality Gate process. Organise and prepare Quality Gate documentation for all phases of the Project Lifecycle through to Handover. Obtain feedback from projects for “lessons learned” to incorporate in future proposals.
